Southern Alberta is challenged by a limited available water supply with competing demands. The moratorium on the provision of new water supply licences for surface water (or groundwater under the influence of surface water) in the South Saskatchewan River Basin requires new and innovative ways of defining surface water and groundwater needs and use. It should be noted that in the Milk River Basin, although located in Southern Alberta is not part of the SSRB.

Water demands are increasing within the water scarce areas of Alberta. There is a growning demand and competition for water for domestic, commercial, agriculture and industrial needs. There are increased needs to look at water supply within these areas.
