Investigation of Fugitive and Venting Emissions from Aboveground, Fixed-Roof Storage Tanks

The primary objectives of this study is to (1) determine the root-cause(s); (2) recommend basic FEMP checks that identify and mitigate tank venting and fugitives that exceed regulatory limits; and (3) develop cost-benefit curves for common mitigation actions. Secondary objectives are to collect process details (i.e., upstream temperature, pressure and product type) and repair/replacement cost details to inform assumptions used in emission inventories and regulatory impact assessments.

The study targets fixed-roof storage tanks containing low vapour pressure hydrocarbons that may be labelled as oil, emulsion or water tanks. Storage tanks at cold heavy oil production (CHOP) sites are explicitly excluded from the study.
