State of Science on Emission Rate Thresholds for Upstream Petroleum Industry Leaks Corresponding to a Range of ppm Concentration Thresholds

This project aims to derive a defensible method for determining acceptable rate-based leak thresholds, which can be equated to concentration-based (ppmv) values for comparison against leak threshold limits set by provincial and federal regulatory agencies. For example, the approach may involve a statistically significant correlation(s) between ppmv and CFM for leaking oil and gas infrastructure, and subsequently measured infrastructure leak rates on a CFM basis could be converted to a ppm basis to determine whether the leak is one requiring acute repair.
